"And those who distribute the command" (Al-Dhariyat: 4), they are the angels.

Muhammad said: It is said: The wind 'dhara't' (scatters) the dust and other things, meaning it disperses them, so it is a 'dhariya' (scatterer). There is another linguistic form: 'adhrat', so it is a 'mudhriya' (one that makes it scatter), and 'mudhriyat' for the plural.

The meaning of "And those who bear a load" (Al-Dhariyat: 2) is that the clouds bear the load of water. I saw in the Tafsir of Ibn Abbas that the meaning of "And those who distribute the command" is that Allah has distributed the action to the angels.

Yahya said: He swore by all of this.
