Tafsir al-Qur'an al-'Aziz by Ibn Abi Zamanin
Volume 4 · Page 100711

Translation · EN

"Who are in a flood of confusion," meaning: in heedlessness. It is also said: in bewilderment, "oblivious," meaning: diverted, not verifying it.

Muhammad said: You say, 'He invented a falsehood against so-and-so' (takharrasa 'ala fulan al-batil) when he lies. It is also permissible that the liars (al-kharrasun) are those who conjecture a thing without verifying it; thus they act upon that which they do not know the validity of.
