And "the filled sea." The interpretation of Ali ibn Abi Talib is: The filled sea is in the heaven.
Muhammad said: "Masjur" in the language means: filled. Al-Namir said, describing an ibex:
(If it wishes, it ascends to a filled spring... around which you see the mountain almond and the Indian rosewood)
Meaning: A filled spring. He swore by all of this.
﴿وَالْبَحْر الْمَسْجُور﴾ تَفْسِير عَليّ بْن أبي طَالب: الْبَحْر الْمَسْجُور فِي السَّمَاء.
قَالَ محمدٌ: الْمَسْجُور مَعْنَاهُ فِي اللُّغَة: المَمْلُوء، قَالَ النَّمِر يصف وَعلًا:
(إذَا شَاءَ طَالَعَ مَسْجُورةً … تَرَى حَوْلَهَا النَّبْعَ والسَّاسَما)
أَي: عينا مَمْلُوءَة. أقسم بِهَذَا كُله.
