{Or do you ask of them a payment} for the Quran, {so that they are burdened by debt?} They have been burdened by the fine/debt, meaning: you do not ask them for any payment.
﴿أم تَسْأَلهُمْ أجرا﴾ على الْقُرْآن ﴿فَهُمْ مِنْ مَغْرَمٍ مثقلون﴾ فقد أثقلهم الغُرْمُ، أَي: إِنَّك لَا تَسْأَلهُمْ أجرا
