"Nor does he speak from [his own] desire." This means: The Quran that Muhammad (peace and blessings of Allah be upon him) speaks.
﴿وَمَا يَنْطِقُ عَنِ الْهَوَى﴾ إِنْ الْقُرْآن الَّذِي ينْطق بِهِ محمدٌ
