His saying: ‘You are surely more intense in fear in their breasts than Allah,’ meaning: they are more intense in their fear of you than they are of Allah; he means the hypocrites.
قَوْله: ﴿لأَنتُمْ أَشَدُّ رَهْبَةً فِي صُدُورِهِم مِّنَ اللَّهِ﴾ أَي: هم أشدُّ خوفًا مِنْكُم مِنْهُم من اللَّه يَعْنِي: الْمُنَافِقين.
