"And when Moses said to his people, 'O my people, why do you annoy me, while you know that I am the Messenger of Allah to you?'" He means: the specific people who knew that he was the Messenger of Allah, yet they belied him and annoyed him. Among the ways they annoyed him was their claim that he had a scrotal hernia (ādar). "So when they deviated, Allah caused their hearts to deviate." Az-zaygh (deviation) here means polytheism (shirk). "And Allah does not guide the defiantly disobedient people," meaning: those who meet Allah with their polytheism.

﴿وَإِذْ قَالَ مُوسَى لِقَوْمِهِ يَا قَوْمِ لِمَ تُؤْذُونَنِي وَقَدْ تَعْلَمُونَ أَنِّي رَسُول الله إِلَيْكُم﴾ يَعْنِي: الْخَاصَّة الَّذين يعلمُونَ أَنه رَسُول الله الَّذين كذبوه وآذوه، فَكَانَ فِيمَا آذوه بِهِ أَن زَعَمُوا أَنه آدَرُ ﴿فَلَمَّا زَاغُوا أزاغ الله قُلُوبهم﴾ والزيْغُ: الشّرك ﴿وَاللَّهُ لَا يَهْدِي الْقَوْم الْفَاسِقين﴾ يَعْنِي: الَّذِينَ يَلْقَوْنَ اللَّهَ بِشِرْكِهِمْ.
