"They are the ones who say: Do not spend on those who are with the Messenger of Allah until they disperse." The Tafsir of al-Kalbi states: It was revealed concerning Abdullah ibn Ubayy ibn Salul, the leader of the hypocrites, for he said to a group of people who were spending on some of those who were with the Messenger of Allah (peace be upon him): Do not spend on them until they disperse from him. His saying: "And to Allah belong the treasures of the heavens and the earth," means: the knowledge of the treasures of the heavens and the earth.
﴿هُمُ الَّذِينَ يَقُولُونَ لَا تُنفِقُوا عَلَى مَنْ عِندَ رَسُولِ اللَّهِ حَتَّى يَنفَضُّوا﴾ تَفْسِير الْكَلْبِيّ: أَنَّهَا نزلت فِي عبد الله بن أبي بن سلول رَأس الْمُنَافِقين أَنه قَالَ لقوم كَانُوا يُنْفقُونَ على بعض من كَانَ مَعَ رَسُول الله ﷺ: لَا تنفقوا عَلَيْهِم؛ حَتَّى يَنْفضوا عَنهُ. قَوْله: ﴿وَلِلَّهِ خَزَائِنُ السَّمَاوَاتِ وَالأَرْضِ﴾ يَعْنِي: علم خَزَائِن السَّمَاوَات وَالْأَرْض.
