"No disaster strikes except by permission of Allah," meaning: by the decree of Allah. "And whoever believes in Allah - He will guide his heart," meaning: when a disaster strikes him, he submits and is content, knowing that it is from Allah.
﴿مَا أَصَابَ مِنْ مُصِيبَةٍ إِلا بِإِذن الله﴾ بِقَضَاء اللَّه ﴿وَمَنْ يُؤْمِنْ بِاللَّهِ يهد قلبه﴾ أَي: إِذا أَصَابَته مصيبةٌ سلّم وَرَضي، وَعرف أَنَّهَا من اللَّه.
