"Except the chosen servants of Allah," he means: those who were truthful and sincere to Allah through Tawhid (the Oneness of God).
﴿إِلَّا عباد الله المخلصين﴾ يُرِيد: الَّذين صدقُوا وَأَخْلصُوا لله بِالتَّوْحِيدِ
