Allah said: "They will say: Our Lord, whoever brought this upon us, then increase him twofold in the torment of the Fire."
Muhammad said: His saying: "brought this upon us," meaning: whoever established it and legislated it.
قَالَ اللَّه: ﴿قَالُوا رَبَّنَا مَنْ قَدَّمَ لَنَا هَذَا فَزِدْهُ عَذَابًا ضعفا فِي النَّار﴾.
قَالَ مُحَمَّد: قَوْله: ﴿مَا قدم لنا هَذَا﴾ أَي: من سَنَّهُ وشرعه.
