"Whoever the punishment comes to that will disgrace him," meaning: the first blast by which the disbelievers at the end of this nation will perish. "And a lasting punishment will descend upon him" in the Hereafter.

﴿من يَأْتِيهِ عَذَاب يخزيه﴾ يَعْنِي: النَّفْخَةَ الأُولَى الَّتِي يَهْلِكُ بِهَا كُفَّارُ آخِرِ هَذِهِ الْأُمَّةِ ﴿وَيحل عَلَيْهِ عَذَاب مُقيم﴾ فِي الْآخِرَة.
