"So that I may look at the God of Moses,"—whom he claims [exists]—"and indeed, I think he is a liar." There is no one in the heavens. He intended falsehood.
Allah says: "And thus, the evil of his deed was made attractive to Pharaoh, and he was averted from the way"—meaning from the path of guidance—"and the stratagem of Pharaoh was not but in ruin," meaning loss.

﴿فَأطلع إِلَى إِلَه مُوسَى﴾ الَّذِي يزْعم ﴿وَإِنِّي لأَظُنُّهُ كَاذِبًا﴾ مَا فِي السَّمَاء أحدٌ تعمد الْكَذِب.
قَالَ اللَّه: ﴿وَكَذَلِكَ زُيِّنَ لِفِرْعَوْنَ سُوءُ عَمَلِهِ وَصُدَّ عَنِ السَّبِيل﴾ عَن طَرِيق الْهدى ﴿وَمَا كَيْدُ فِرْعَوْن إِلَّا فِي تباب﴾ خسار.
