Tafsir al-Qur'an al-'Aziz by Ibn Abi Zamanin
Volume 4 · Page 59851

Translation · EN

"It is not given to any human being that Allah should speak to him, except by revelation or from behind a veil" (Q. 42:51), and Musa was among those whom Allah spoke to from behind a veil. "Or that He sends a messenger" (Jibril) "to reveal by His permission what He wills."

Muhammad said: It is said: "Except by revelation" (illa wahyan), meaning: through inspiration. It is read as "aw yursila" (or He sends) and "aw yursulu" (or He sends) in both the accusative and nominative cases. As for whoever reads it in the accusative, the meaning is: It is not for a human being that Allah should speak to him except by Him revealing or by Him sending. And whoever reads it in the nominative, the meaning is: or He (Himself) sends.
