"Or have they devised an affair," meaning they plotted a scheme against Muhammad, "but We are devising," meaning We are plotting against them with punishment. That is what they had gathered for in the Dar al-Nadwa regarding the matter of the Prophet (peace be upon him) in His saying: "And when those who disbelieved plotted against you," until the end of the verse. The interpretation of that has already passed in Surat al-Anfal.
﴿أم أبرموا أمرا﴾ كَادُوا كيدًا بمحمدٍ ﴿فَإِنَّا مُبْرِمُونَ﴾ كائدون لَهُم بِالْعَذَابِ، وَذَلِكَ مَا كَانُوا اجْتَمعُوا لَهُ فِي دَار الندوة فِي أَمر النَّبِي ﷺ فِي قَوْله: ﴿وَإِذْ يَمْكُرُ بِكَ الَّذِينَ كَفَرُوا﴾ الْآيَة، وَقد مضى تَفْسِير ذَلِك فِي سُورَة الْأَنْفَال.
