"We are most knowing of what they say," that you are a poet, that you are a sorcerer, that you are a soothsayer, that you are a liar, and that you are possessed. That is: We shall recompense them for that with the Fire. "And you are not over them a tyrant," meaning a lord who compels them to belief.
Muhammad said: It has been said that this is not derived from 'I compelled (ajbartu) a man to a matter when I subdued him to it,' for it is not said in that sense that one is 'a tyrant (jabbar).' The 'Jabbar' is the king, so named because of his haughtiness (tajabbur). Therefore, the meaning according to this interpretation is: You are not a king set in power over them; only those whom Allah wills to believe shall believe. This verse is abrogated by the verses of fighting (jihad).
"So remind with the Qur'an whoever fears My threat," and he is the believer who accepts the reminder. That is: Only those who fear My threat accept your warning with the Qur'an; meaning: My threat of the Fire.
﴿نَحن أعلم بِمَا يَقُولُونَ﴾ أَنَّك شاعرٌ، وَأَنَّك ساحرٌ، وَأَنَّك كاهِنٌ، وَأَنَّك كاذبٌ، وأنّك مجْنُونٌ؛ أَي: فسيجزيهم بذلك النَّار ﴿وَمَا أَنْت عَلَيْهِم بجبار﴾ بربٍّ تجبرهم على الْإِيمَان.
قَالَ محمدٌ: وَقد قيل: لَيْسَ هُوَ من: أجبرت الرَّجُل على الْأَمر إِذا قهرته عَلَيْهِ، لَا يُقَال من ذَلِك فعَّال؛ والجبار: الْملك، سمي بذلك؛ لتجبره، فَالْمَعْنى على هَذَا: لست عَلَيْهِم بِمَلِكٍ مسلَّطٍ، إِنَّمَا يُؤْمِنُ مَنْ يُرِيدُ اللَّهُ أَن يُؤمن، وَهَذِه مَنْسُوخَة نسختها الْقِتَال.
﴿فَذَكِّرْ بِالْقُرْآنِ مَن يَخَافُ وَعِيدِي﴾ وَهُوَ الْمُؤمن يقبل التَّذْكِرَة، أَي: إِنَّمَا يقبل نَذَارتك بِالْقُرْآنِ من يخَاف وعيدي؛ أَي: وعيدي بالنَّار.
