"And when good touches him," meaning: when he is given wealth, "he is stingy [manuan]," meaning: he withholds the right of Allah therein.
﴿وَإِذا مَسّه الْخَيْر﴾ يَعْنِي: إِذَا أُعْطِيَ الْمَالَ ﴿مَنُوعًا﴾ أَيْ: يَمْنَعُ حَقَّ اللَّهِ فِيهِ.
