(So whoever wills may take to his Lord a way), meaning a return through righteous deeds. He also stated in another verse: (And you do not will except that Allah wills).
﴿فَمَنْ شَاءَ اتخذ إِلَى ربه مآبا﴾ مَرْجِعًا بِعَمَلٍ صَالِحٍ، وَقَالَ فِي آيَةٍ أُخْرَى: ﴿وَمَا تَشَاءُونَ إِلا أَن يَشَاء الله﴾.
