"And by those who arrange [each] matter" (fa-al-mudabbirati amran): These are the angels by whom Allah manages what He wills.
Muhammad said: It is said that the response to the oath (in 'And by those who extract') is omitted. The meaning—and Allah knows best—is as if He swore and said: 'By these things, you will surely be resurrected.'
﴿فالمدبرات أمرا﴾ الْمَلائِكَةُ يُدَبِّرُ اللَّهُ بِهِمْ مَا أَرَادَ.
قَالَ مُحَمَّدٌ: قِيلَ: إِنَّ جَوَاب (والنازعات) محذوفٌ، الْمَعْنَى - وَاللَّهُ أَعْلَمُ -: كَأَنَّهُ أَقْسَمَ فَقَالَ: وَهَذِهِ الْأَشْيَاءِ لتُبْعَثُنّ.
