[It is] "witnessed by those brought near" [83:21], meaning the ones brought near of the people of every heaven who witness the record of the believer's deeds where it is written, and they testify to them on the Day of Resurrection that these are their deeds.
﴿يشهده المقربون﴾ مُقَرَّبُو أَهْلِ كُلِّ سَمَاءٍ يَشْهَدُونَ كِتَابَ عَمَلِ الْمُؤْمِنِ حَيْثُ يُكْتَبُ فِيهِ، وَيَشْهَدُونَ عَلَيْهِمْ يَوْمَ الْقِيَامَةِ أَنَّهَا أَعْمَالهم.
