His saying: {We shall make you recite, so you shall not forget, except what Allah wills}. This is because when the Quran was revealed to the Prophet [peace be upon him], he would recite it and exert himself in doing so for fear of forgetting. His saying: {except what Allah wills} is like His saying: {Whatever verse We abrogate or cause to be forgotten}, meaning that Allah causes His Prophet to forget it.
Muhammad said: {So you shall not forget} means: You shall not forget; it does not denote a command.
His saying: {Indeed, He knows what is manifest} i.e., what is public. {And what is hidden} i.e., the secret.
