"And as for the petitioner, do not repel [him]," meaning: do not repel him; either give him [something], or turn him away kindly.
﴿وَأما السَّائِل فَلَا تنهر﴾ أَيْ: لَا تَنْهَرْهُ: إِمَّا أَعْطَيْتَهُ، وَإِمَّا رَددته ردا لينًا.
