There is a difference of opinion regarding its interpretation in two aspects:
[The First Aspect]
One of them is:
1191 - My father narrated to us, 'Abd Allah ibn Raja' narrated to us, Isra'il informed us, from Muslim, from Mujahid, from Ibn 'Abbas regarding His statement: "And when We made the House a place of return for the people," he said: "They return to it, then they depart."
It was narrated from Abu al-'Aliyah, Sa'id ibn Jubayr (in one of his narrations), 'Ata', Mujahid, al-Hasan, 'Atiyyah, al-Rabi' ibn Anas, al-Suddi, and al-Dahhak something similar.
The Second Aspect:

It was narrated from 'Ikrimah, 'Ata' al-Khurasani, and Qatadah something similar.
His statement: "And a sanctuary"
1193 - Abu Zur'ah narrated to us, Minjab ibn al-Harith narrated to us, Bishr ibn 'Umarah ibn Abi Rawq informed us, from al-Dahhak, from Ibn 'Abbas regarding His statement: "And when We made the House a place of return for the people, and a sanctuary," he said: "A sanctuary for the people."
1194 - 'Isam ibn Rawwad narrated to us, Adam narrated to us, from Abu Ja'far, from al-Rabi', from Abu al-'Aliyah regarding: "And when We made the House a place of return for the people, and a sanctuary," he says: "A sanctuary from the enemy, and that weapons should not be carried within it. Indeed, in the Jahiliyyah, people were snatched from around them, while they were secure and were not taken captive."
It was narrated from Mujahid, 'Ata', al-Suddi, Qatadah, and al-Rabi' ibn Anas that they said: "Whoever enters it is secure."
