al-Suddi regarding His saying, the Almighty and Majestic: "And dispersing therein every [kind of] moving creature." He said: "Dispersing (baththa) means: He created." It was narrated from Muqatil ibn Hayyan similarly.

His saying, the Almighty and Majestic: "And [in] the directing of the winds."

1474 - Muhammad ibn 'Ubayd Allah ibn al-Munadi informed us, in what he wrote to me, Sulayman ibn Muhammad ibn al-Mu'addib narrated to us, Shayban al-Nahwi narrated to us, from Qatadah: regarding His saying: "And [in] the directing of the winds and the clouds controlled between the heaven and the earth." Allah, our Lord, is capable of that; if He wills, He makes them a mercy, and if He wills, He makes them a punishment. If He wills, He makes them a mercy, fertilizing for the clouds and a herald before His mercy, and as a punishment, a barren wind that does not fertilize; it is only a punishment upon those to whom it is sent.

1475 - Abu 'Abd Allah al-Tehrani informed us in what he wrote to me, Isma'il ibn 'Abd al-Karim narrated to us, Ishaq ibn Muhammad al-Musayibi narrated to me, from Nafi' ibn 'Abd al-Rahman ibn Abi Nu'aym, from a group of the Followers (Tabi'un), from Ubayy ibn Ka'b, who said: "Everything in the Qur'an mentioned as 'al-riyâh' (winds, plural) is a mercy, and everything in the Qur'an mentioned as 'al-rîh' (wind, singular) is a punishment."

His saying: "And the clouds controlled between the heaven and the earth."

1476 - Abu Sa'id al-Ashaj narrated to us, 'Uqbah narrated to me, Usamah ibn Zayd narrated to me, Mu'adh ibn 'Abd Allah ibn Habib al-Juhani narrated to me, he said: I saw 'Abd Allah ibn 'Abbas, and Tubay' ibn Imra'at Ka'b passed by him, so he greeted him. Ibn 'Abbas asked him: "Have you heard Ka'b saying anything about the clouds?" He said: "Yes, I heard him say: 'The cloud is the sieve for the rain. Were it not for the cloud when the water descends from the sky, it would corrupt whatever it fell upon.'" He said: "I heard Ka'b say regarding the earth: 'Does it produce vegetation one year and then something else the following year?'" He said: "Yes, I heard him say: 'The seed descends from the sky.'" Ibn 'Abbas said: "I heard that from Ka'b, he said it."

His saying: "[Are] signs for a people who use reason."

1477 - 'Isam ibn Rawwad narrated to us, Adam narrated to us, Abu Ja'far narrated to us, Sa'id ibn Masruq narrated to me, from Abu al-Duha, he said: Allah revealed: "Indeed, in the creation of the heavens and the earth..." until His saying: "[Are] signs for a people who use reason." He says: In these signs are proofs for a people who use reason."
