The first is in the past tense, and the second is in the future, as Zuhayr said: And whoever fears the causes of death, he shall encounter them, even if he reaches the causes of heaven with a ladder.

They are not wronged: 1: Al-Qurtubi said: The verse is general for everyone who intends by his deed something other than Allah the Almighty, whether he possessed the essence of faith or not. This was said by Mujahid and Maymun bin Mihran, and it was the view held by Mu'awiyah, may Allah have mercy on him.
Maymun bin Mihran said: There is no one who does a good deed but that he is compensated for it. If he is a sincere Muslim, he is compensated in this world and the Hereafter, and if he is an unbeliever, he is compensated in this world.
