: 13214: A city/village (qaryah): 5: Al-Qurtubi said: Allah the Exalted informed in the verse preceding this that He does not destroy cities before the commissioning of messengers, not because it would be reprehensible for Him to do so if He acted, but rather it is a promise from Him, and there is no failure in His promise. So when He wills to destroy a city, while fulfilling His promise according to what He, the Exalted, said, He commands its affluent ones to commit transgression and oppression therein, then the decree of destruction is rightfully pronounced against it. He teaches you that whoever perishes, perishes by His will; He is the One who causes the causes and drives them to their ultimate end so that the previous decree from Allah the Exalted may be rightfully established.
