Narrated by Ibn Majah (H/3827), Ahmad (4/267, 271, 276), Al-Hakim (1/490), Al-Fath (1/49), Sharh al-Sunnah (5/184), Minha (1252), Al-Khatib (2/279), Al-Mughni 'an Haml al-Asfar (1/306), Al-Shajari (1/223, 235), Al-Tabari (2/94, 24/51), and Al-Bukhari in Al-Adab al-Mufrad (714). It was authenticated by Sheikh Al-Albani.

3270: 18447: Zakat: 1: Ibn Abbas said regarding the interpretation of this verse: "They do not testify that 'there is no god but Allah,' and this is the Zakat (purification) of the souls."
Qatadah said: "They do not acknowledge the Zakat as being obligatory."
Al-Dahhak and Muqatil said: "They do not give charity, nor do they spend in obedience. He rebuked them for the stinginess which the noble-minded disdain." Therein is evidence that the disbeliever is punished for his disbelief along with the refusal to acknowledge the obligation of Zakat upon him. Al-Farra' and others said: "The polytheists used to make expenditures, provide water to the pilgrims, and feed them, but they forbade that to those who believed in Muhammad (peace be upon him), and so this verse was revealed concerning them."
