His saying, the Exalted: "For they are indeed wrongdoers"
4131 - And through the same chain, Ibn Ishaq said: "For they are indeed wrongdoers," meaning: They have become deserving of that due to their disobedience to Me.
His saying, the Exalted: "To Allah belongs what is in the heavens and what is in the earth"
4132 - 'Ali ibn Tahir narrated to us, Muhammad ibn al-'Ala', meaning Abu Kurayb, narrated to us, 'Uthman ibn Sa'id, meaning al-Zayyat, narrated to us, Bishr ibn 'Umarah narrated to us, from Abu Rawq, from al-Dahhak, from Ibn 'Abbas who said: Gabriel (peace be upon him) said: "O Muhammad, all of creation belongs to Allah; all of the heavens and whoever is in them, all of the earths and whoever is in them, and whatever is between them of that which is known and that which is not known."
His saying, the Exalted: "He forgives whom He wills"
4133 - My father narrated to us, Ibrahim ibn Mahdi narrated to us, Yahya ibn Ya'la narrated to us, from Mansur or Layth, from Mujahid, regarding His saying: "He forgives whom He wills," he said: He forgives whom He wills of the many sins. And it was narrated from Sufyan al-Thawri similarly.
His saying, the Exalted: "And He punishes whom He wills"
[The first aspect]
4134 - My father narrated to us, Abu Salih narrated to us, Mu'awiyah ibn Salih narrated to me, from 'Ali ibn Abi Talhah, from Ibn 'Abbas, regarding His saying: "And He punishes whom He wills," he said: As for the people of doubt and suspicion, He informs them of what they concealed of denial.
And the second aspect:
4135 - My father narrated to us, Ibrahim ibn Mahdi narrated to us, Yahya ibn Ya'la narrated to us, from Mansur or Layth, from Mujahid, regarding His saying: "And He punishes whom He wills," [He punishes] for the minor sin. And it was narrated from al-Thawri similarly.
His saying, the Exalted: "And Allah is Forgiving, Merciful"
4136 - Muhammad ibn al-'Abbas, the freed slave of the Banu Hashim, narrated to us, Muhammad ibn 'Amr narrated to us, Zunayj narrated to us, Salamah narrated to us, who said: Muhammad ibn Ishaq said: "And Allah is Forgiving, Merciful," meaning: He forgives the sin.

His saying, the Exalted: "Merciful"
And through the same chain, Ibn Ishaq said: Regarding His saying: "Merciful," he said: He shows mercy to the servants despite what is within them."
قَوْلُهُ تَعَالَى: فَإِنَّهُمْ ظَالِمُونَ
٤١٣١ - وَبِهِ قَالَ ابْنُ إِسْحَاقَ: فَإِنَّهُمْ ظَالِمُونَ أَيْ قَدِ اسْتَحَقُّوا ذَلِكَ بِمَعْصِيَتِهِمْ إِيَّايَ.
قَوْلُهُ تعالى: ولله مَا فِي السَّمَاوَاتِ وَمَا فِي الأَرْضِ
٤١٣٢ - حَدَّثَنَا عَلِيُّ بْنُ طَاهِرٍ، ثنا مُحَمَّدُ بْنُ الْعَلاءِ يَعْنِي أَبَا كُرَيْبٍ، ثنا عُثْمَانُ بْنُ سَعِيدٍ يَعْنِي الزَّيَّاتَ، ثنا بِشْرُ بْنُ عُمَارَةَ، عَنْ أَبِي رَوْقٍ عَنِ الضَّحَّاكِ، عَنِ ابْنِ عَبَّاسٍ قَالَ: قَالَ جِبْرِيلُ عَلَيْهِ السَّلامُ: يَا مُحَمَّدُ لِلَّهِ الْخَلْقُ كُلُّهُ، وَالسَّمَوَاتُ كُلُّهُنَّ وَمَنْ فِيهِنَّ، وَالأَرْضُونَ كُلُّهُنَّ وَمَنْ فِيهِنَّ، وَمَنْ بَيْنَهُنَّ مِمَّا يَعْلَمُ وَمِمَّا لَا يَعْلَمُ.
قَوْلُهُ تَعَالَى: يَغْفِرُ لِمَنْ يَشَاءُ
٤١٣٣ - حَدَّثَنَا أَبِي، ثنا إِبْرَاهِيمُ بْنُ مَهْدِيٍّ، ثنا يَحْيَى بْنُ يَعْلَى، عَنْ مَنْصُورٍ أَوْ لَيْثٍ عَنْ مُجَاهِدٍ: فِي قَوْلِهِ: يَغْفِرُ لِمَنْ يَشَاءُ قَالَ: يَغْفِرُ لِمَنْ يَشَاءُ الْكَثِيرَ مِنَ الذُّنُوبِ.
وَرُوِيَ عَنِ سُفْيَانَ الثَّوْرِيِّ مِثْلُهُ.
قَوْلُهُ تَعَالَى: وَيُعَذَّبُ مَنْ يَشَاءُ

٤١٣٤ - حَدَّثَنَا أَبِي، ثنا أَبُو صَالِحٍ، حَدَّثَنِي مُعَاوِيَةُ بْنُ صَالِحٍ، عَنْ عَلِيِّ بْنِ أَبِي طَلْحَةَ، عَنِ ابْنِ عَبَّاسٍ قَوْلُهُ: وَيُعَذِّبُ مَنْ يَشَاءُ قَالَ: وَأَمَّا أَهْلُ الشَّكِّ وَالرِّيَبِ فَيُخْبِرُهُمْ بِمَا أَخْفَوْا مِنْ تَكْذِيبٍ.
وَالْوَجْهُ الثَّانِي:
٤١٣٥ - حَدَّثَنَا أَبِي، ثنا إِبْرَاهِيمُ بْنُ مَهْدِيٍّ، ثنا يَحْيَى بْنُ يَعْلَى، عَنْ مَنْصُورٍ أَوْ لَيْثٍ عن مجاهد قَوْلَهُ: وَيُعَذِّبُ مَنْ يَشَاءُ عَلَى الصَّغِيرَةِ. وَرُوِيَ عَنِ الثَّوْرِيِّ مِثْلُهُ.
قَوْلُهُ تَعَالَى: وَاللَّهُ غَفُورٌ رَحِيمٌ
٤١٣٦ - حَدَّثَنَا مُحَمَّدُ بْنُ الْعَبَّاسِ مَوْلَى بَنِي هَاشِمٍ، ثنا مُحَمَّدُ بْنُ عَمْرٍو، ثنا زُنَيْجٌ ثنا سَلَمَةُ قَالَ: قَالَ مُحَمَّدُ بْنُ إِسْحَاقَ: وَاللَّهُ غَفُورٌ رَحِيمٌ أَيْ يَغْفِرُ الذَّنْبَ.

قَوْلُهُ تَعَالَى: رَحِيمٌ
وَبِهِ قَالَ ابْنُ إِسْحَاقَ: قَوْلَهُ: رَحِيمٌ قَالَ يَرْحَمُ الْعِبَادَ عَلَى مَا فِيهِمْ.
