The Seventh Aspect:

10370 - Muhammad ibn ‘Ammar al-Razi narrated to us, ‘Abd al-Rahman al-Dashtaki narrated to us, Abu Ja‘far al-Razi narrated to us, from al-Rabi‘ ibn Anas regarding His saying: "and the needy," [meaning] the needy orphans; for among the orphans are those who are wealthy, so by that He only means the needy among the orphans.

The Eighth Aspect:

10371 - My father narrated to us, Harmalah narrated to us, Ibn Wahb narrated to us, Muslim ibn Khalid informed us, from Isma‘il ibn Umayyah, who said: I asked Mujahid about His saying: "for the poor and the needy." He said: The needy is the one who has no clan, no relatives, no kinsmen, and has no wealth.

His saying, the Almighty: "and those employed to collect them."

[The First Aspect]

10372 - Abu Zur‘ah narrated to us, Minjab ibn al-Harith narrated to us, Bishr ibn ‘Umarah informed us, from Abu Rawq, from al-Dahhak, from Ibn ‘Abbas regarding His saying: "and those employed to collect them." He said: The tax collectors, the possessors of charity.

10373 - My father narrated to us, Abu Salih (the scribe of al-Layth) narrated to us, al-Layth narrated to us, ‘Uqayl narrated to us, Ibn Shihab narrated to us, that ‘Umar ibn ‘Abd al-‘Aziz commanded him, and he wrote the Sunnah regarding the categories of charity. He wrote: "As for the share of those employed to collect them, it is examined: whoever collects the charities with honesty and integrity is given according to the extent of what he managed and collected of the charity. He [the governor] also gives his workers who collected with him according to the extent of their service and collection, and perhaps that reaches close to a quarter of this share, after he gives his workers three-quarters; then he returns what remains of it to those who go out to fight from the reinforcements and the volunteers, if Allah wills."

10374 - I read to Muhammad ibn al-Fadl ibn Musa, Muhammad ibn ‘Ali narrated to us, Muhammad ibn Muzahim informed us, Bukayr ibn Ma‘ruf informed us, from Muqatil ibn Hayyan: As for "those employed to collect them": they used to hire employees who would protect the charities for them from the various types of wealth. Among them are the workers who gather them; they have a known stipend from it, according to the extent of their work, and they have no share of the [actual] principal wealth from it.

The Second Aspect:

10375 - Muhammad ibn ‘Ammar ibn al-Harith al-Razi narrated to us, ‘Abd al-Rahman ibn ‘Abd Allah ibn Sa‘d al-Dashtaki narrated to us, Abu Ja‘far al-Razi informed us, from Layth, from Tawus regarding His saying: "Charities are only for the poor, the needy, and those employed to collect them." He said: He is the chief administrator.
