And the second interpretation:

11808 - My father narrated to us, al-Fadl ibn Ya‘qub al-Rukhami narrated to us, al-Hajjaj—meaning Ibn Muhammad—narrated to us, from Ibn Jurayj, from Mujahid, regarding "And whoever brings it shall have a camel's load": He said: A camel's load, meaning: a donkey, and it is a dialect.

His saying, the Exalted: "And I am a guarantor for it."

11809 - Yunus ibn ‘Abd al-A‘la reported to us by way of reading, ‘Abd Allah ibn Wahb informed us, Abu Hani al-Khawlani informed us, from ‘Amr ibn Malik al-Janbi, that he heard Fudala ibn ‘Ubayd saying: I heard the Messenger of Allah, peace and blessings of Allah be upon him, saying: "I am a guarantor (za‘im), and the za‘im is the surety (hamil)."

11810 - Abu Sa‘id al-Ashaj narrated to us, ‘Abdah ibn Sulayman narrated to us, from Juwaybir, from al-Dahhak, regarding "And I am a guarantor for it": He said: The za‘im is the surety (kafil).

11812 - Hajjaj ibn Hamza narrated to us, Shababa narrated to us, Warqa’ narrated to us, from Ibn Abi Najih, from Mujahid, regarding "And I am a guarantor for it": He said: The za‘im is the announcer who said, "O travelers!"

His saying, the Exalted: "They said, 'By Allah, you have known.'"

11813 - My father narrated to us, Ahmad ibn ‘Abd al-Rahman al-Dashtaki narrated to us, ‘Abd Allah ibn Abi Ja‘far narrated to us, from his father, from al-Rabi‘, regarding His saying: "We did not come to spread corruption in the land, and we were not thieves": He says: We did not come to disobey in the land.

His saying, the Exalted: "They said, 'What, then, shall be its penalty if you are liars?'"

11814 - Abu Yazid al-Qaratisi reported to us in what he wrote to me, Asbagh ibn al-Faraj informed us, saying: I heard ‘Abd al-Rahman ibn Zayd ibn Aslam saying: "What, then, shall be its penalty if you are liars?" They knew the judgment according to their own laws, so they said: "Whoever is found in whose baggage it is, he is its penalty."

11815 - ‘Abd Allah narrated to us, al-Husayn narrated to us, ‘Amir narrated to us, from Asbat, from al-Suddi, regarding His saying: "They said, 'Its penalty is that whoever is found in whose baggage it is, he is its penalty.'" They said: Take him, for he is yours.

11816 - ‘Ali ibn al-Husayn narrated to us, Muhammad ibn ‘Isa narrated to us, Salama narrated to us, from Ibn Ishaq.
