If he performs istinja' with water and then finishes, it is recommended for him to rub his hand upon the ground, due to what has been narrated from Maymunah that the Prophet -may Allah bless him and grant him peace- did that. Reported by al-Bukhari (16). It is also narrated that the Prophet -may Allah bless him and grant him peace- relieved himself, then performed istinja' from a vessel, then (17) rubbed his hand upon the ground. Extracted by Ibn Majah (18). If he performs istinja' immediately after the cessation of urination, it is permissible, for the appearance is that it has ceased, and it has been said that water stops the urine. For this reason, istinja' is called 'intiqaas al-ma'' (the reduction of water).
It is recommended to sprinkle water over his private part and his trousers to remove whisperings (waswas) from him. Hanbal said: I asked Ahmad, saying: 'I perform wudu' and seek purity (istibra'), but I find within myself that I have passed wind afterward!' (19) He said: 'When you perform wudu', seek purity, then take a handful of water and sprinkle it upon your private part, and do not pay attention to it, for it will go away, Allah willing.' Abu Hurayrah has narrated that the Prophet -may Allah bless him and grant him peace- said: 'Jibril came to me and said: O Muhammad, when you perform wudu', perform sprinkling (intidih).' This is a gharib (singular) hadith (20).
38 - Issue; He said: (Wood, rags, and everything with which purity is attained are like stones).
This is the correct view according to the school, and it is the opinion of the majority of scholars. There is another narration within it that it is not valid except with stones. Abu Bakr chose it, and it is the school of Dawud, because the Prophet -may Allah bless him and grant him peace- commanded the use of stones, and his command necessitates obligation. Also, because it is a place of concession for which the Sacred Law has specified an instrument, it is mandatory to limit oneself to it, like soil for tayammum. Our evidence is what Abu Dawud reported (1).
