in the Haram is a violator of its sanctity, so the Haram does not stand to protect his immunity and preservation, much like a perpetrator in the king's palace who is not granted asylum due to the king's sanctity, unlike one who seeks refuge therein for a crime committed elsewhere.

Section: As for the sanctuary of the city of the Prophet (may Allah bless him and grant him peace), it does not prevent the execution of a hadd or qisas, because the text was only revealed regarding the sanctuary of Allah the Almighty, and the sanctuary of the city is inferior to it in sanctity, so it is not valid to draw an analogy with it. Likewise, other places do not prevent the exaction of rights or the execution of a hadd, because Allah's command regarding the exaction of rights and the execution of the hadd is absolute in all places and times. The Haram was excepted from this for a meaning not sufficient in other places, because it is the location of the rites, the Qiblah of the Muslims, and it contains the House of Allah which is visited, the first House established for mankind, the Station of Ibrahim, and clear signs; therefore, nothing else is attached to it, nor is anything not in its meaning compared to it. And Allah the Almighty knows best.
