it resembles paying it to the people of rebellion (ahl al-baghy).

Section: If one pays Zakat, it is recommended to say: "O Allah, make it a gain and do not make it a loss (Allahumma ij'alha maghnaman, wa la taj'alha maghraman)," and to praise Allah for the enablement to perform it. Abu Hurayrah reported that the Messenger of Allah, peace and blessings of Allah be upon him, said: "When you give Zakat, do not forget its reward to say: O Allah, make it a gain and do not make it a loss." Reported by Ibn Majah (26). It is recommended for the recipient to supplicate for the owner, saying: "May Allah reward you for what you gave, bless you in what you spent, and make it a purification for you." If the payment is to the tax collector (sa'i) or the Imam, he should thank him and supplicate for him. Allah Almighty said: "Take from their wealth a charity by which you purify them and cause them increase, and invoke [blessings] upon them. Indeed, your invocations are reassurance for them" (27). Abdullah ibn Abi Awfa said: "My father was among the Companions of the Tree (al-Shajarah) (28), and when a people brought their charity to the Prophet, peace and blessings of Allah be upon him, he would say: 'O Allah, bless the family of so-and-so.' My father brought his charity to him, and he said: 'O Allah, bless the family of Abi Awfa.'" Agreed upon (29). Prayer here means supplication and invoking blessing, and this is not mandatory, because when the Prophet, peace and blessings of Allah be upon him, sent Mu'adh to Yemen, he said: "Inform them that there is upon them a charity to be taken from their wealthy and returned to their poor." Agreed upon (30). He did not command him to supplicate. Furthermore, because that is not mandatory upon the poor recipient, the representative (na'ib) is even less so.
