[For the poor who have been restricted in the way of Allah, unable to move about in the land] Al-Hasan said: Poverty has restricted them, and they are people of restraint. [The ignorant will think them] in their poverty [as wealthy because of their restraint. You will know them by their mark; they do not ask people with importunity] meaning: with persistence. Mujahid said: They are the emigrants of Quraysh in Medina with the Prophet (peace be upon him), and Allah commanded charity for them.
﴿لِلْفُقَرَاءِ الَّذِينَ أُحْصِرُوا فِي سَبِيلِ اللَّهِ لَا يَسْتَطِيعُونَ ضَرْبًا فِي الأَرْض﴾ قَالَ الحَسَن: أحصرهم الْفقر، وهم أهل تعفف ﴿يَحْسبهُم الْجَاهِل﴾ بفقرهم ﴿أَغْنِيَاءَ مِنَ التَّعَفُّفِ تَعْرِفُهُمْ بِسِيمَاهُمْ لَا يَسْأَلُونَ النَّاسَ إِلْحَافًا﴾ أَي: إلحاحا. قَالَ مُجَاهِد: هُم مهاجرو قُرَيْش بِالْمَدِينَةِ مَعَ النَّبي عليه السلام أَمر الله بِالصَّدَقَةِ عَلَيْهِم.
