"And let there be [arising] from you a nation inviting to all that is good, enjoining what is right," meaning: [with the Oneness of Allah], "and forbidding what is wrong," meaning: polytheism toward Allah.
Muhammad said: His saying "And let there be arising from you a nation," it is said: its meaning is: let all of you be a nation.
﴿وَلْتَكُنْ مِنْكُمْ أُمَّةٌ يَدْعُونَ إِلَى الْخَيْر ويأمرون بِالْمَعْرُوفِ﴾ يَعْنِي: [بتوحيد الله] ﴿وَيَنْهَوْنَ عَنِ الْمُنكر﴾ يَعْنِي: الشّرك بِاللَّه.
قَالَ [مُحَمَّد]: قَوْله: ﴿ولتكن مِنْكُم أمة﴾ قيل: مَعْنَاهُ: ولتكونوا كلكُمْ أمة.
