"This is a clear statement for the people." Qatada said: Meaning, this Quran is a clear statement for the people in general, "and a guidance and an instruction for those conscious of Allah," specifically designated for them.
﴿هَذَا بَيَان للنَّاس﴾ قَالَ قَتَادَة: يَعْنِي: هَذَا الْقُرْآن بَيَان للنَّاس عَامَّة ﴿وَهُدًى وَمَوْعِظَةٌ لِلْمُتقين﴾ خصوا بِهِ
