"They wish you would disbelieve as they disbelieved so you would be alike," meaning: equal in disbelief according to the law (shar'an). "So do not take from among them allies," meaning: do not take them as allies. "Until they emigrate in the cause of Allah," and return to the abode from which they exited, meaning: Medina. "But if they turn away [from emigration]" and refuse to migrate, "then seize them and kill them wherever you find them."
﴿وَدُّوا لَوْ تَكْفُرُونَ كَمَا كَفَرُوا فتكونون سَوَاء﴾ أَي: فِي الْكفْر شرعا سَوَاء ﴿فَلَا تَتَّخِذُوا مِنْهُم أَوْلِيَاء﴾ أَي: لَا توالوهم. ﴿حَتَّى يُهَاجِرُوا فِي سَبِيل الله﴾ فيرجعوا إِلَى الدَّار الَّتِي خَرجُوا مِنْهَا؛ يَعْنِي: الْمَدِينَة ﴿فَإِنْ تَوَلَّوْا﴾ وأبوا الْهِجْرَة ﴿فَخُذُوهُمْ وَاقْتُلُوهُمْ حَيْثُ وَجَدْتُمُوهُمْ﴾
