the oppressed among men, women, and children who cannot devise a plan," meaning: they have no power to leave Makkah for Al-Madinah, "nor are they guided to a way," meaning: they do not know the route to Al-Madinah.
الْمُسْتَضْعَفِينَ من الرِّجَال وَالنِّسَاء والوالدان لَا يَسْتَطِيعُونَ حِيلَة﴾ أَي: لَا قُوَّة لَهُم فَيخْرجُونَ من مَكَّة إِلَى الْمَدِينَة ﴿وَلا يَهْتَدُونَ سَبِيلا﴾ لَا يعْرفُونَ طَرِيقا إِلَى الْمَدِينَة.
