'O you who believe! Do not kill game while you are in a state of Ihram, and whoever among you kills it intentionally, then the penalty is an equivalent of what he killed of livestock, as judged by two just men among you'—the verse. Al-Hasan used to say: The judgment of the two arbiters (hakamayn) is binding forever, and the two arbiters may judge according to what the Messenger of Allah judged, but they must necessarily deliver a judgment. Qatada said: And if it is a game that does not reach the equivalent of livestock, they shall judge with food or fasting, and they shall judge upon him in both the case of error and intentionality.
'That he may taste the consequence of his affair,' meaning: the punishment for his action. 'Allah has pardoned what has passed,' before the prohibition. 'And whoever returns, then Allah will take retribution from him, and Allah is Exalted in Might, the Owner of Retribution.' Mujahid said: If he returns [to the act], no judgment is passed upon him; rather, Allah takes retribution from him. Sa'id ibn Jubayr said: Nay, a judgment is passed upon him forever. Surah Al-Ma'idah from verse (96) to verse (97).
