as a circumstantial qualifier (hal). The meaning of "Thus does Allah present the parables" is that He describes and explains them.
عَلَى الْحَالِ، وَمَعْنَى ﴿يَضْرِبُ اللَّهُ الْأَمْثَال﴾ يصفها ويبينها.
