And the disbelievers say: "Why has a sign not been sent down to him from his Lord?" meaning: Why was it not done? "And He guides to Himself whoever turns [in repentance]" meaning: whoever repents and is sincere.
وَيَقُولُ الْكَافِرُونَ: ﴿لَوْلا أُنْزِلَ عَلَيْهِ آيَة من ربه﴾ أَيْ: هَلا ﴿وَيَهْدِي إِلَيْهِ مَنْ أناب﴾ من تَابَ وأخلص
