"And [the tyrant] failed," meaning: lost, "every obstinate tyrant (jabbar 'anid)." The jabbar is the arrogant, and the 'anid is one who turns away from the path of truth (the middle course).
﴿وخاب﴾ أَيْ: خَسِرَ ﴿كُلُّ جَبَّارٍ عَنِيدٍ﴾ الْجَبَّارُ: الْمُتَكَبِّرُ، وَالْعَنِيدُ: الْمُجَانِبُ لِلْقَصْدِ.
