"And the jinn," meaning: Iblis, according to the interpretation of Qatadah. "We created him from before," meaning: before Adam, "from the fire of the scorching wind," meaning: the scorching wind of Hell.
Muhammad said: Al-samum is one of the attributes of Hell, and it is the intensity of its heat. Al-janna is in the accusative case (mansub) due to an implied verb; the meaning is: And We created the jinn, We created him.
