"And We will turn their hearts and their eyes," meaning: We will place a seal upon them, "just as they did not believe in it the first time." He says: If the sign were to come to them, they would not believe, just as they did not believe before the punishment came to them. "And We will leave them in their transgression, wandering blindly," meaning: wavering.
﴿ونقلب أفئدتهم وأبصارهم﴾ أَيْ: نَطْبَعُ عَلَيْهَا ﴿كَمَا لَمْ يُؤمنُوا بِهِ أول مرّة﴾ يَقُولُ: لَوْ جَاءَتْهُمُ الْآيَةُ لَمْ يُؤْمِنُوا؛ كَمَا لَمْ يُؤْمِنُوا قَبْلَ أَنْ يَجِيئَهُمُ الْعَذَابُ ﴿وَنَذَرُهُمْ فِي طغيانهم يعمهون﴾ أَي: يَتَرَدَّدُونَ.
