"[And the word of your Lord has been fulfilled in truth and in justice]" Qatada said: meaning truthful in what He promised and just in what He decreed. "[None can alter His words]" regarding what He has promised.
﴿وتمت (كَلِمَات﴾ رب صدقا وعدلاً﴾ قَالَ قَتَادَةُ يَعْنِي صِدْقًا [فِيمَا وَعَدَ] وَعَدْلًا فِيمَا حَكَمَ ﴿لَا مبدل لكلماته﴾ فِيمَا وعد.
