As for whoever read it as (nushran) with a dammah on the nun, it is the plural of (nushur); and they are the winds that spread the clouds.
"Until, when they have carried heavy clouds"—the heavy ones are those that contain water—"We drive it to a dead land," meaning: one in which there is no vegetation.
نَشْرًا، وَمَنْ قَرَأَ (نُشْرًا) بِضَمِّ النُّونِ، فَهُوَ جَمْعُ: (نُشُورٍ)؛ وَهُيَ الَّتِي تَنْشُرُ السَّحَابَ.
﴿حَتَّى إِذَا أقلت سحابا ثقالا﴾ الثِّقَالُ: الَّتِي فِيهَا الْمَاءُ ﴿سُقْنَاهُ لبلد ميت﴾ يَعْنِي: لَيْسَ فِيهِ نَبَات.
