[And fight them until there is no fitnah] meaning shirk (polytheism); this is concerning the Arab polytheists in particular. [And the religion, all of it, is for Allah] meaning: Islam.
[But if they cease] from their disbelief, [then indeed, Allah is Seeing of what they do].
﴿وَقَاتِلُوهُمْ حَتَّى لَا تَكُونَ فِتْنَةٌ﴾ شِرْكٌ؛ وَهَذِهِ فِي مُشْرِكِي الْعَرَبِ خَاصَّةً ﴿وَيَكُونَ الدِّينُ كُلُّهُ لِلَّهِ﴾ يَعْنِي: الْإِسْلَام.
﴿فَإِن انْتَهوا﴾ عَنْ كُفْرِهِمْ ﴿فَإِنَّ اللَّهَ بِمَا يَعْمَلُونَ بَصِيرٌ﴾.
