"There is no blame on the weak," Al-Suddi said: meaning those who are incapable and possess no strength. "Nor on the sick," meaning: whoever has an illness. "Nor on those who do not find anything to spend [in the cause of Allah] is there any blame," meaning: any sin for remaining behind from the military expedition, "if they are sincere to Allah and His Messenger," meaning: if they possess a valid excuse.
﴿لَيْسَ على الضُّعَفَاء﴾ قَالَ السُّدِّيُّ: يَعْنِي: الْعَجَزَةُ الَّذِينَ لَا قُوَّةَ لَهُمْ ﴿وَلا عَلَى المرضى﴾ يَعْنِي: مَنْ كَانَ بِهِ مَرَضٌ ﴿وَلا عَلَى الَّذِينَ لَا يَجِدُونَ مَا يُنْفقُونَ حرج﴾ إثمٌ فِي التَّخَلُّفِ عَنِ الْغَزْوِ ﴿إِذا نصحوا لله وَرَسُوله﴾ إِذا كَانَ لَهُم عذرٌ.
