"They swear to you" with lies "so that you may be pleased with them" regarding what they manifest of faith and excuses. "But if you are pleased with them" because of what they manifest of faith, "then surely Allah is not pleased with the defiantly disobedient people," meaning them, because of the hypocrisy they conceal.
Surah at-Tawbah from verse (97) to verse (99).
﴿يحلفُونَ لكم﴾ بِالْكَذِبِ ﴿لترضوا عَنْهُم﴾ فِيمَا أَظْهَرُوا مِنَ الإِيمَانِ وَالاعْتِذَارِ ﴿فَإِن ترضوا عَنْهُم﴾ لِمَا يُظْهِرُونَ مِنَ الإِيمَانِ ﴿فَإِنَّ اللَّهَ لَا يَرْضَى عَنِ الْقَوْمِ الْفَاسِقين﴾ يُعْنِيهِمْ لِمَا بَطَنَ مِنْهُمْ مِنَ النِّفَاق.
