Muhammad said: It is said that a period of time (hin) is called a community (ummah) because a community of people comes to an end within a period of time.
[They will surely say, "What detains it?"] Allah, may He be exalted, says: [Unquestionably, on the day it comes to them, it will not be averted from them], meaning: no one will be able to avert it from them. [And there will encompass them] meaning: it will surround them, [what they used to ridicule], meaning: the punishment of the Hereafter, according to the interpretation of al-Kalbi.
قَالَ محمدٌ: يُقَالُ: إِنَّمَا سُمِّيَ الْحِينُ أُمَّةً؛ لأَنَّ الأُمَّةَ مِنَ النَّاس تنقرض فِي حِين.
﴿ليقولون مَا يحْبسهُ﴾ قَالَ اللَّهُ ﷿: ﴿أَلا يَوْمَ يَأْتِيهِمْ لَيْسَ مَصْرُوفًا عَنْهُمْ﴾ أَيْ: لَيْسَ يَسْتَطِيعُ أحدٌ أَنْ يصرفهُ عَنْهُم ﴿وحاق بهم﴾ أَحَاطَ بِهِمْ ﴿مَا كَانُوا بِهِ يستهزئون﴾ يَعْنِي: عَذَابَ الآخِرَةِ؛ فِي تَفْسِيرِ الْكَلْبِيّ.
